New Health & Safety Regulations Every Business Must Know (2025)

Staying compliant with the latest health and safety regulations isn’t just about ticking boxes — it’s about protecting your people, your business, and your reputation. In 2025, several updates and trends have emerged that all UK employers should be aware of, regardless of industry or size.

Here’s a breakdown of the most important health and safety changes and considerations that businesses must know this year:

1. Mental Health in the Workplace: A Growing Legal Focus

Mental health has become a key pillar of workplace safety. While not a “new” regulation in itself, there’s been increased pressure from the Health and Safety Executive (HSE) and government advisory bodies to treat mental health risks with the same seriousness as physical hazards.

  • Employers must now carry out mental health risk assessments where stress or psychological harm could occur.
  • Provision of mental health first aiders is strongly encouraged, especially in high-pressure sectors.
  • Flexible working arrangements and support systems are seen as part of a safe working environment.

2. Changes to Fire Safety Regulations (Fire Safety Act 2021 – Now Fully in Effect

As of 2023 and carrying into 2025, the Fire Safety (England) Regulations 2022, introduced under the Fire Safety Act 2021, are now being fully enforced, particularly in multi-occupancy buildings and workplaces with sleeping accommodations.

Key updates include:

  • More rigorous fire risk assessments required by a “responsible person”.
  • Additional duties for high-rise residential and mixed-use buildings.
  • Mandatory provision of fire door checks and fire safety instructions to residents or staff.

3. Stronger Enforcement for Manual Handling & Musculoskeletal Injuries

HSE has increased scrutiny of workplaces where manual handling is part of day-to-day operations. Back injuries remain one of the most common causes of absence in the UK.

  • Employers must ensure up-to-date manual handling training is provided regularly.
  • Risk assessments should be reviewed more frequently in manual or hybrid roles.
  • Expect spot inspections and fines in industries such as logistics, construction, and manufacturing.

4. New PPE Regulations (Post-Brexit)

Post-Brexit divergence from some EU PPE guidelines means UK-specific rules now apply under the Personal Protective Equipment at Work (Amendment) Regulations 2022, carried into 2025 enforcement.

  • Employers must now provide suitable PPE to both employees and certain contractors (limb (b) workers).
  • PPE must be free of charge, properly fitted, and maintained, including face coverings in specific roles.
  • New standards and certifications may differ from CE markings, watch for UKCA marking.

5. Tighter Focus on Hybrid and Remote Work Risk Assessments

With remote and hybrid work here to stay, employers are expected to carry out and document risk assessments for home-based employees.

  • Ergonomics, screen time, and mental health are all key factors.
  • Failure to assess home working environments can now trigger compliance issues.
  • Providing Display Screen Equipment (DSE) training is essential for remote teams.

6. Climate-Related Safety Protocols

While not yet law, climate-related risk assessments (e.g. heat exposure, air quality, and flood preparedness) are being encouraged as best practice, especially in sectors like agriculture, manufacturing, and outdoor construction.
